At least three months. But they're usually longer inactive. Some authors have told me about their absence in advance and asked not to put their story up for adoption.

Edit: I meant can be adopted. Not that it's on the list then.

 

For all of the stories I have added to the scrapyard, the writers have been inactive for over a year.
