That user is an enthusiastic messenger. If you wish, if you go to their profile page, there's an option to 'ignore this user', in a drop-down by the 'follow' option. I'm not precisely sure what this function does, but I'd be surprised if it didn't block future messenges.
Mostly, this guy asks for contributions and asks for input on his contributions. I'm guessing this was an awkward and off-putting introduction into that rabbit hole.

Yeah, that's not cool at all. I hope it doesn't skew your image of the community here too badly. The majority here are generally pretty nice in my experience.
