I'd like to suggest that, as a default, the branch that's most recently updated be the one that's placed as the top-most choice for l the next chapter choice. For public stories, it's the default. Those moderated can have this option be deactivated depending on the creator so that their branch remains the top choice or they can have the option to pin that branch.
