An Alternate Universe Los Angeles with a Japanese Legal System, but still United States. Also he would be a criminal in Japan as well for his shennanigans. Not all of his shenanigans, but definitely some of them.
No, it's a horrible idea, the very dregs of the worst parts of my imagination and doomed to utter failure were anyone to attempt it: I just needed the idea out of my head and onto paper before it would go away and let me get back to writing decent content.
