I was working on the intro, save it, edited it, saved it again. Then saw this message "To submit this story for approval and publication, click here to edit it and press the Publish Story button at the bottom." I clicked on "edit," but I don't see "Publish Story" option

Based on your screenshots you are editing the first chapter, called Introduction. What you should be editing instead is the story itself. Based on your first post in this thread the address you need is https://chyoa.com/story/The-Obedience-Curse.44236/edit (only the stroy owner can access it) "click here to edit it" is where you are supposed to click, NOT the three dots to the right of that text. The three dots allow you to edit the chapter instead.
