It's a remnant from CHYOO - there was such a category there. It really shouldn't be used any more - instead just use one of the regular categories. The description and the first chapter should make it obvious if the story is not in English.
So the category itself is a throwback? And modern non-English stories are expected to go into another category?
Oh, okay, so there's a different... system, in place now. I get it. You know, that makes me wonder if it might be possible to rig up some kinda automatic system to convert the old stories? Capture the text of the first chapter, dump it into Google Translate using whatever API they offer, (or if no API is available, using timed http requests,) then comb through the http response to see what language Google *thinks* it was (it says at the top of the page), and add it to the database using the new system. I don't know how bad google is at auto-detecting languages, but I'm assuming the more words you send, the more likely it is it'll get it right. Worst case scenario, readers would flag some of the stories as being the wrong language, whereupon moderators could change it manually.
