Verner takes his seat at her side, as the head slaver reluctantly begins to speak, his men turning away in shame, as their boss begins detailing the scope of his organisation.
Sadly, his 'empire' isn't all it could be. He has about two dozen men, mostly slum-born gangers and a handful of trained mercenaries, and makes a fair profit trading in slaves from his contacts in a small alien empire on the border of human space. He uses a small uninhabited planet as neutral ground for exchanges, and though he doesn't technically own it, the fact that no one else is on it means that it's de facto his property. It's barren and devoid of anything of value, at least that Arnolf's found, but it's out of the way, and has some basic facilities for when the slavers occupy it.
In this backwater area of the capital, Arnolf details (ashamedly, Vizelle notes, as he's compelled to tell the truth) that his gang is the smallest of the three operating in this area. The second is run by a noblewoman named Zhou, the leader of a long dynasty of criminals in this area, with control of much of the gambling around here. The third, controlled by a man named Markus, is actually an offshoot of a major intergalactic syndicate, focusing mainly on prostitution and drugs, and is so much more powerful than the other two as to be basically untouchable.
The only reason Markus hasn't destroyed Arnolf and Zhou, Arnolf notes with irritation, is that this area is the edge of a vast criminal empire, and he has more important districts to worry about. So far, the three have existed in a relatively peaceful status quo, minor violence occurring intermittently, but no one moving to conquer the holdings of anyone else.
