Thank you. Facebook had to do the same thing early on for much the same reasons. (Do think you should have a way of down-voting a chapter, just not without commenting.)
I also am highly encouraging this idea of Nemo of Utopia. Disliking should only be able for those who commented to state why.
Also while you are at it, could you make it so liking your own chapters becomes impossible? I have seen some people do so a lot and then claim to have well liked chapters in pm...

The requirement to comment if someone dislikes a chapter just leaves the door open to (more) abuse. Knowing who doesn't like your work is dangerous and somebody may feel slighted and get revenge.
Well, if it is required for them to explain why they disliked it, though, they can't just blindly dislike everything back 'out of hate'. They would have to give a reason to every time. I doubt a 'revenge' disliker would go through so much trouble.
I am mainly thinking of keeping the dislike for those kind of chapters that are just very poorly written, have bad grammar or just dont fit in the story. I keep seeing them pop up in stories every now and then. They usually are disliked a lot already.
If we get rid of the dislikes, then a chapter of this quality would stand at the same level as a potentially good one that has just not gotten enough attention due to bad publishing time or whatever reason.
So I believe there should be a way to downvote a chapter. Maybe so there is no more 'likes and dislikes' but instead just an overall score? The sum of likes and dislikes? (dislike reducing the score of course)?
