Yeah, for sure. I try to have as few "transition scenes" as I can, in terms of people just moving from place to place without interesting things happening, but sometimes you can't help it. In those instances, sometimes the chapter may end up being more about setup. Usually I find my readers will let me know when I've done that, by way of not showing the same interest. You can always bounce back, though. If you're finding it super hard to continue your story, maybe consider going to another branch, working on an old story, or contributing to somebody else's, just for a change of pace? That sometimes helps me recover a bit.
I try not to have any "dead" chapters. They all have the point of moving the story along, whether it be in the sense of plot, physical movement, or mental transition. But yeah, there are a lot of chapters that don't really grab readers and end up languishing for a long time. I'm hoping to tie off every loose branch...eventually.
I once read a piece that listed some goals a scene (in any story) might acheive, e.g. "Moves the main plot forward;" "Shows character development;" "Sets up for an important scene." The piece advised that any given scene should fulfill at least two of these sorts of goals in order to avoid filler. Consider "Sexy Fun Times" a member of that list for the purpose of CHYOA stories. I do my best to abide by this, though in some of my writing, the significance of certain events may not be immediately apparent.
