Setting: the story revolving around of Eunuch living in the Emperor's court. While not having the ability to taste the pleasures of the flesh, he has very skilled hands. He is able to deliver pleasure to women that the normal men and women are not capable of. While not able to have sex, he has different turn on – power.

The court - in which Empress resides, with concubines desiring her position, the place filled with maidens – is a place filled with constant intrigues and power struggles, where one could lose their freedom and life.

How will the Eunuch manipulate those around him and who will he ally himself, to reach the top, become the most powerful and influential person in the empire.

Hey the power of Eunuch in orient is a well documented fact. Many of them ended being the main power in their regimes. Just two great examples:
-Narses court eunuch and general of the byzantine empire. Responsible for the final steps of the Italian-Bizantine war. He had no experience before taking control of the army and despite of that he got major victories.
-Cai Lun, the main eunuch of the chinese administration. Chine owes the use of paper in goverment beurocracy to him.
-Judar Pasha, a spanish kid kidnapped and castrated by muslims who later raised in power to general under the moroccan kingdom.
Eunuchs tended to gain power easily because the kings usually didnt see them as a threat since they could not start a dinasty. When that kind of power was given to a noble house it usually endend in the stripping of power of the ruling class.(Carolingians, Japanese Shogunate...)

So in effect you're 'main character' is a eunuch, lack of sexual desire but understands sex and desire. Then by a level of gossip and communication understanding which members of the imperial court favour which of the imperial concubines, princes and princesses and using various honey pot schemes, cunning and guile to rise in prominence whilst not getting caught (pimping out the Imperial family and the Emperors own concubines would be frowned upon). The eroticism part of it comes from the encounters, played through by either the male or female who're being 'manipulated' by the eunuch.

I imagine many of the manipulations would be in the dark. From a voyeur perspective probably not, purely because castration results in a lack of sexual desire. So if the eunuch was watching it would be from a more mechanical point of view to ensure the deed was done which in turn lacks eroticism. The reduced sexual desire is why I did not envision the eunuch in engaging in sex themselves.
