Because plenty of other aspects of her life involves annoying frustration, not anything she couldn't overcome, but just issues that she feels are out of her control... She's not a controlfreak, but things need to line up in a certain way for her to feel comfortable, hence: We've been down this road before and Chloe, probably, is one of the more complex characters in the story. I've said that I've toyed with the idea before of her actually having a mental disorder like anxiety or panic disorder, or something more subtle like body dysmorphia, and even though that may initially account for some of her behavior, it fails completely when you try to shoehorn her into soccer shorts or going to the odd party. Repression is a deliberate act psychologically, even though it can be done unconsciously, but you're right, the more I think about it, the more I feel that it's the wrong term. In the end, I feel that simple anxiety, nothing mentally ingrained, over certain situations that she fear may go sideways is the mould she sprang from. Without her friends like Zack, Gavin, and Meagan, she may slipped into that abyss in her formative years. Thing is, I can see plenty of other problems that could've arisen in either Zack or Gavin too -- Zack may have been a giant bag of hormonal instincts or Gavin a hermit if it weren't for each other. About Chloe, the way I see it: when she acquired her body issues (the trigger may vary depending on the thread, I've used Victoria, but someone else used Zack), she was left in a state that she thinks every boy will make fun of her as well if they see her body, and that caused her urges and fantasies to build up as she grew up, making her afraid of having sex with another person and turning her into this 'closet pervert' that we see behind closed doors. Before I get lost in the weeds, I want to say from a dramatic standpoint, I really like little Victoria leading the kids who teased Chloe for growing breasts early.
